"Council condemns the Offensive Behaviour at Football and Threatening Communications Act 2012; believes that the Act discriminates against football fans and is an unjustifiable attack on their rights to political expression and freedom of speech; shares the concerns of Scottish civic society, football fans, academics and lawyers and praises all those involved in campaigning against the Act; further believes that sectarianism has no place in our society and that education is key to tackling the issue; and supports moves by opposition parties at the Scottish Parliament to repeal the Act." View Papers
(b)By Councillor Kenny McLean:-

"Council notes its deep concern over the result of the EU referendum and its concerns over the potential damage to the economies of Glasgow, Scotland and indeed the wider UK.

Council expresses its support of the Scottish Government's affirmation to citizens of other EU countries living here that they remain welcome. Council also condemns all forms of racism, xenophobia and intolerance. Furthermore, Council expresses its support for the Scottish Government initiatives to protect Scotland's relationship with the EU, Scotland's place in the single market and the social, employment and economic benefits that come from that.

Council agrees that all options should be explored to protect Scotland's place in Europe and supports moves to begin to prepare the required legislation to enable a new independence referendum and also agrees with the statement by the First Minister that a second referendum on independence is "highly likely".

Council therefore instructs the Chief Executive to write on behalf of the Council, to the Scottish Government, offering all possible support for its initiatives supporting Scotland's place in Europe." View Papers
(c)By Councillor Martha Wardrop:-

"Council acknowledges that Glasgow has Carnegie libraries built with money donated by the Scottish-American businessman and philanthropist Andrew Carnegie. A total of 2,509 Carnegie libraries were built across the world and these included libraries at Kinning Park, Govan, Crosshill, Anderston, Townhead, Kingston, Hutchesontown, Maryhill, Parkhead, Woodside, Langside, Bridgeton and Dennistoun.

Council notes that Andrew Carnegie was granted freedom of the City in 1905 for his support of the City's libraries. It is recognised that as part of his legacy, the eight remaining Carnegie Library buildings, six of which are still functioning libraries, should be celebrated as part of "A Vision for Glasgow LIbraries" Strategy.

Council agrees to support a project ot celebrate the legacy of Andrew Carnegie, and that this would be developed through a partnership with heritage groups, and community councils, and be promoted as part of National Libraries Day on 16th February 2017." View Papers
(d)By Councillor David Turner:-

"Council understands that having clean, well-maintained neighbourhoods across Glasgow is a high priority for residents, businesses and visitors. Council is concerned that, in many parts of Glasgow, the high level of maintenance of both the urban realm and the local environment is below the high standards set in our city centre and that this has a negative impact on local communities. Council believes therefore that the way in which waste is managed and the environment maintained by this Council requires fresh strategic consideration.

These matters affect the way in which our city functions, how our citizens feel and how visitors perceive Glasgow. Therefore, Council resolves to work on an integrated city cleansing strategy, which considers and encapsulates the full range of services replating to cleansing, maintenance and promotion of civic urban realm, and the environmental improvement of communities across Glasgow." View Papers

"Council affirms that all young people in Glasgow and across Scotland have the right to study in a learning environment which is fully inclusive, tolerant and accepting of LGBTI+ identities, and which is free of homophobic and transphobic bullying.

Council notes the recent contribution of the Time for Inclusive Education (TIE) campaign in raising awareness around homophobia and transphobia, and welcomes the news that this year's Pride Glasgow event will be themed around the campaign and inclusive education more generally.

Council resolves to work closely with the TIE campaign and other external stakeholders, including equalities organisations and the Scottish Government, to ensure that homophobic and transphobic bullying in Glasgow's schools is effectively tackled and that Glasgow's classrooms actively promote equality and inclusivity for young people of LGBTI+ identities." View Papers

"Council believes that all staff should be treated fairly, equally and in a transparent manner in relation to access to opportinities and additional payments. GIven this Council supports the removal of the ACZ payments as they are only open to some staff and not all. Council notes that all staff will still have access to additional responsibility payments.

Further Council instructs the Chief Executive to carry out a full review of recruitment policies to ensure we have transparent policies that ensures that all staff have confidence in the fairness and consistency with which they are applied. In particular this should include the drafting of a Secondments Policy as Glasgow is one of the very few public bodies in Scotland to have no such policy." View Papers

"Council is deeply concerned about the impact for Glasgow of the UK's decision to leave the European Union; recognises that the aftermath marks a period of significant uncertainty for our business community, residents, academic institutions and EU citizens; believes that Glasgow has always been a proud cosmopolitan city and values the contribution that the thousands of EU citizens that live here make to our city; wishes to reassure EU citizens that they will always be welcome in our city; and supports all efforts to secure Scotland's relationship with the EU." View Papers

"Council recognises the important work that Glasgow Community Justice Authority has been engaged in since 2006 to reduce reoffending and make our communities safer; notes the Community Justice Bill which received Royal Assent on 21st March 2016; understands that the Bill abolishes Scotland's eight community justice authorities and will establish a new national body- Community Justice Scotland; is concerned that only £1.6m has been made available over the next three years as transitional funding to be equally split among the 32 local authorities; believes that this bears little if any relationship to the likely cost that will be incurred in Glasgow; is further concerned that there will be a loss of expertise as a result of the changes and believes that there is a lack of clarity around the roles and responsibilities at local and national level in the new structure; calls for the funding arrangement to be reviewed to more accurately reflect the scale and complexity of the necessary work and the scale of need in Glasgow; instructs the Chief Executive to write to the Justice Minister, Michael Matheson MSP, to highlight Council's concerns and request that consideration is given to additional funding on an ongoing basis to fully support transition at local level." View Papers

"Council supports World Mental Health Day which takes place on 10th October 2016; understands that the day aims to raise awareness of mental health issues around the world and mobilise efforts in support of mental health; notes that one in four adults and one in ten children are likely to have mental health problems in any given year; is particularly concerned that mental health problems amongst our young people is on the rise, with the amount of under 21s taking prescribed anti-depressants almost doubling in recent years; recognises the work this Council has been engaged in through the Health and Social Care Partnership to help and support those who experience mental health problems; and resolves to continue to ensure that Council services and powers are used to protect and nurture people's mental health." View Papers

"Council congratulates our Land and Environmental Services department on having secured £3,250,000 from Sustrans Scotland and the Scottish Government's Community Links PLUS scheme for the South City Way segregated cycle lane project. The South City Way provides segregated cycle lanes from Glasgow's South Side all the way into the heart of the city, going from Victoria Road to Stockwell Street junction near Merchant City.

In addition to the project the Council will prioritise developing the Woodside "Mini-Holland" scheme, a North City Way between Queen Street Train Station to Hawthorn Street through Sighthill and an East City Way between the city centre and Dennistoun." View Papers
