(a)By Councillor Jennifer Layden:-

"Council congratulations all Elected Members on their successful election in May 2017 and notes the democratic will of the citizens of Glasgow.

Council further notes that the minority City Government has been given an opportunity to deliver an ambitious programme for Glasgow. A core element of the SNP manifesto for Glasgow was to facilitate democratic renewal in the city and the way the Council operates.

Council notes that a key tool to achieving this ambition is the creation of a City Charter which will enshrine human rights and equalities into decision making across the City Government, lay out the standards that Councillors will be expected to meet, and allow Glaswegians to hold us to account for the decisions this City Government makes.

Council therefore calls on the Chief Executive to instigate a consultation process on the creation of a City Charter for Glasgow ensuring that all citizens are able to be involved in shaping it."
(b)By Councillor Frank McAveety:-

"Council calls on Theresa May to acknowledge that she has no mandate to govern and carry out a policy programme based on austerity measures and a hard Brexit; Council, therefore, believes that Theresa May should step aside in the best interests of the people of the United Kingdom; further, Council agrees that the Conservative Party should put its programme to the people of the country once more in order that citizens may make a definitive decision on who should govern".
(c)By Councillor Tony Curtis:-

"Council celebrates the 200th birthday of the Glasgow Botanic Gardens and pays tribute to staff, volunteers, Friends of Glasgow Botanic Gardens and others involved in maintaining it. Council notes Glaswegians' love for parks and calls on the administration to protect the city's green and open spaces from any inappropriate development and events. Council agrees to undertake proper public consultation on any proposals in our parks."
(d)By Councillor Kim Long:-

"Council notes the increase in women elected members in Glasgow from 30% to 35% in the recent elections and welcomes the appointment of a second woman Council Leader and fourth woman Lord Provost. Council notes the improvement of gender balance in some groups and believes that improving diversity of representation matters, and is the responsibility of all parties.

Council notes that current austerity policies pursued by the UK Government, including the abhorrent two-child cap and "rape clause", disproportionately impact women, and therefore commits to prioritising work for justice for women over the lifetime of this Council.

Council believes that gender-based violence services and women's refuges are vital lifelines, and that the need for this provision becomes even greater in times of austerity. To that end, Council will protect from cuts funding for refuges and gender-based violence services, and will work to give these organisations a sustainable, longer-term financial footing.

Council commits to ensuring free access to refuge, at the point of need, for women fleeing violence.

Council recognises the specific needs of women with no recourse to public funds and will seek solutions so that access to refuge is not conditional on access to housing benefit. Council agrees to make available information for service providers on resources for women with no recourse to public funds.

Council will ensure all gender-based violence services have a trans-inclusive analysis and will provide training for elected members on violence against women, and trans- and non-binary awareness."
(e)By Councillor Frank McAveety:-

"Council is concerned about the potential negative impacts of fracking, including environmental, community and health impacts; notes that there are two areas in the city - Robroyston and Milton - which are included in a UK Government licence for fracking onshore gas; recognises that there is currently a temporary moratorium on fracking in Scotland; nevertheless believes that this serves to prolong uncertainty for communities and businesses across the City; supports calls by members of the Scottish Parliament to introduce a national ban; and calls on the Scottish Government to introduce a national ban on fracking."
(f)By Councillor Matt Kerr:-

"Council is deeply concerned about Scottish Government cuts to funding for welfare advice projects in Glasgow; understands that these cuts came into effect on 31st March 2017; believes that these changes negatively impact upon many vulnerable people in the city who, in addition to the cuts to date, have been subject to the benefit cap, the two child policy and 'rape clause' on tax credits; further notes this Council's persistent opposition to welfare cuts; resolves to ensure that the poorest and most vulnerable Glaswegians are protected; and calls on the Leader of the Council to write to the Scottish Government to express concern at these changes, restore funding for these vital advice projects and provide assistance to vulnerable people across Glasgow."
(g)By Councillor Alistair Watson:-

"Council recognises the importance of our transport policing system in keeping passengers safe across the UK; notes the Railway Policing (Scotland) Bill which is currently going through the Scottish Parliament; understands that the purpose of the Bill is to integrate railway policing services into the single national force, meaning that Police Scotland would take over the role of the British Transport Police (BTP); shares the concerns of opposition members at the Scottish Parliament, the BTP, staff, Unions and railway providers; believes that the current transport policing system works well and the case for this merger has not been made; calls on the Scottish Government to halt the plans and to work with the police and the wider railway industry to look at all options for the future of the BTP in Scotland."
(h)By Councillor Martin McElroy:-

"Council recognises MCR Pathways which aims to help raise the attainment and aspirations of thousands of Glasgow's young people, many of whom may not have a steady influence in their lives; notes that the programme is already firmly established in 15 city secondary schools, supporting hundreds of vulnerable people on a daily basis; congratulates the project on winning the Scottish Mentoring Network 'Most Promising Education Project of the Year' in 2014 and winner in the Herald Society Awards 2016; welcomes the decision in August 2016 to formalise and secure the long-term future of the programme by signing a public social partnership agreement with MCR Foundation, the Robertson Trust, STV Appeal and the Life Changes Trust; notes this Council's commitment to attract at least 10% of its workforce to the pioneering project; encourages Council employees who would like to support a young person to take part and make a difference to a young person's life; and wishes all those involved in the project every success for the future".
(i)By Councillor Rhiannon Spear:-

"Council notes with dismay the decision by the President of the United States to withdraw from the Paris Agreement on Climate Change.

Council however welcomes the immediate response from states and cities across the US to commit to the ideals of the Paris Agreement and stands in solidarity with these cities in their pledge to reduce carbon emissions and curb climate change.

Council agrees that cities have a key role to play in reducing climate change and notes the ambitious plans of the City Government, including pledges to introduce a Low Emission Zone in the city centre by the end of 2018 and to make Glasgow a carbon neutral city by 2037.

Council therefore resolves to take all steps to implement City Government policy, to support the Paris Agreement and to stand with cities worldwide in efforts to reduce harmful emissions."
(j)By Councillor Kyle Thornton:-

"Council recognises the 200th anniversary of the birth of Alexander 'Greek' Thomson and calls on the administration to task Council departments with improving the knowledge and marketing of Thomson and his architecture in the city and wider. Council notes the many unique buildings across Glasgow that Thomson designed but is also concerned with the condition of some and will do what it can to preserve his work as part of Glasgow's architectural history."
