Guidance for completion of medical plans for events

The event organiser has the responsibility of writing medical plans for events. They are required to complete a risk assessment and medical plan before submitting them to us.

To assist event organisers with this process, the NHS have developed a number of templates. These Medical templates should be used alongside the guidance in the Event Safety Guide commonly known as the 'Purple Guide' and the Department for Culture, Media and Sport's (DCMS) Guide to Safety at Sports Grounds(Green Guide).

A risk assessment table has also been provided to show a way of calculating the quantities of medical, first aid and ambulance provision required for various event types.

Do I need to complete a medical plan?

If the event is licensed then a medical plan is required. A draft plan should be submitted in line with the requirements of the licence application. A final copy should be submitted to the Resilience Unit 8 weeks prior to the event. If the criteria are met then a letter of satisfaction will be issued. If the Resilience Unit is not satisfied then a letter will be issued asking for further information.

Where the event does not require a licence but scores 20 or above in the risk assessment then a completed risk assessment and medical plan should be submitted to the Resilience Unit 8 weeks prior to the event. If the pro forma is suitable then the Resilience Unit will issue a letter of satisfaction within two weeks of receiving the information. If the Resilience Unit is not satisfied then a letter will be issued asking for further information.
