"Council supports the Affordable Warmth Initiative for the third successive year, which provides a £100 dividend to help elderly citizens keep warm. However, Council recognises that the rising cost of energy is a growing concern generally; and believes that increased tariffs are a particular problem for those living on low incomes, compounded by their greater use of costly pre-payment meters.

Therefore, Council resolves to write to the Chief Executive's of the big energy companies calling on them to: freeze prices for a two year period; ensure that households reliant on pre-payment meters are offered lower tariffs, rather than costly standard rates; stop charging for installing and removing pre-payment meters; introduce smart meters for all customers to help monitor levels of usage and cost; and to work with Glasgow City Council by sharing consumption and usage data, and by funding financial advice and budgeting services for customers who are moving onto Universal Credit, and particularly those living in the bottom 10% of SIMD datazones." View Papers

"Council notes that the Community Empowerment (Scotland) Bill is a proposed change to the law with the aim of giving communities more powers to take control of land and buildings and to have more influence over decision making.

The Bill is in its second stage of consultation and the consultation paper covers areas such as; giving community groups and Community Councils the right to request to be consulted meaningfully over a local issue, details over expanding "Community Right to Buy" to urban areas and how it will work, increasing the transparency of Common Good land and assets, how to better deal with defective and dangerous buildings, changing the Council's "Community Planning" system, changing the law on allotments, changing the relief schemes for non-domestic business rates and broader questions on the structure of local democracy.

The Bill covers a wide range of measures that could significantly help Glasgow communities take control of land and buildings. Council welcomes the spirit of the Bill and will present its full response to the consultation paper to a committee prior to the close of the consultation period on the 24th of January." View Papers

"That this Council congratulates those involved in helping the West End of the city being awarded The Great Neighbourhood Award from the Academy of Urbanism in London on Friday 8th of November 2013; that the Academy of Urbanism is a self-funded, non-political organisation made up of 500 leaders, thinkers and practitioners to help promote excellence in 'place-making' across the UK and Europe; notes that judges gave the Award after being given a tour of the West End to assess the physical, social and cultural assets of the area and visiting local projects and organisations, including the University of Glasgow, Byres Road Traders Association, The West End Festival, Friends of Glasgow West, GOW 'triangle community', and the Hidden Lane; resolves that this prestigious award act as a catalyst for DRS, City Marketing, the Chambers of Commerce and others to build on the success of the West End on how best to promote Glasgow as a place to live, work and visit." View Papers

"Council pledges its full support for the expression of interest made by the Scottish Football Association for Glasgow to be a host venue for the UEFA European Championships in 2020.

Council believes that being a host city would inspire more young people to get involved in football and would continue to build a strong sporting legacy in the city beyond the Commonwealth Games in 2014." View Papers
