"Glasgow City Council unites in calling on the Cabinet Secretary for Finance, John Swinney, to provide a flat-cash settlement for 2015/16, rather than running the distribution formula which, according to Scottish Government figures, would result in a cut of an additional £15 million from this Council's budget." View Papers

"Council is deeply concerned that some of our most vulnerable people are at risk of destitution due to the unreasonable use of sanctions by the DWP.

Council therefore instructs the Chief Executive to write to the DWP making this concern clear and asking for an immediate halt to the use of sanctions against vulnerable people.

Council also instructs the Chief Executive to write to the Scottish Government seeking confirmation that the Scottish Welfare Fund may be used to provide help to people who are destitute as a result of being sanctioned.

Council acknowledges there are mixed views on Scotland's future but recognises that opinion surveys consistently show a majority of people in Scotland believe that social security and welfare policy should be decided in Scotland. Council supports this position." View Papers

"Council acknowledges that based on 2012 statistics, only 29.51% of Glasgow's waste is recycled, composted or prepared for reuse and Glasgow is the fourth worst local authority for recycling in Scotland.

Council notes that residents would like to recycle more materials in their blue bins and based on information provided by North Ayrshire Council, it should be possible to include juice cartons, milk cartons, soup cartons, metal pots and pans, cutlery, metal coat hangers, biscuit tins, plastic toys, fruit/food trays, yoghurt pots, plastic bags, cling film, and plastic coat hangers.

Council supports the review of materials that can be recycled using blue bins, an extension of the items that can be included and provision of more detailed information about what can be recycled." View Papers

"Council notes with concern research that indicates Glasgow is one of the cities worst affected by the use of high-speed, high-stakes fixed odds betting terminals.

Bearing in mind the anecdotal evidence of links between the use of fixed odds betting terminals and payday loans, established by our own research, Council agrees to reconvene the cross party sounding board to consider the impact on the city. Council continues to lobby the Scottish Government to investigate how planning legislation could be used to limit the concentration of gambling and payday lending premises in our communities.

Council calls on the UK Government to reduce the maximum stakes on fixed odds betting terminals." View Papers

"The Council commends the work of the Poverty Leadership Panel, and all the partners in the voluntary, private and public sectors who are contributing to its ongoing, innovative efforts across the city to challenge poverty.

Council welcomes the Poverty Leadership Panel's Action Plan which has been co-produced with people living in poverty and which provides a meaningful way to tackle poverty. Council commits to implementing this Action Plan, to integrating anti-poverty work throughout the Council family and to ensuring poverty eradication is the responsibility of all staff across our services." View Papers

"Council recognises the very real problem of bullying in schools, as experienced by thousands of children every year. The problems affecting those bullied due to differences in cultural, racial or sexual orientation can be even greater.

Council notes the excellent work of teachers and support staff in addressing the issue of bullying in our schools. Council further notes developments in monitoring and tracking bullying, which can be used to monitor and develop more effective responses to bullying.

Council therefore resolves to work constructively with other authorities, via COSLA, to make best use of resources and good practice to ensure that Glasgow's education system is best able to tackle the scourge of bullying in our schools." View Papers
