(a)By Councillor Mhairi Hunter:-

"Council commends the work of the Glasgow Health & Social Care Partnership, the third sector and others in supporting people impacted by drug use, including their families and communities. Council notes the work of Glasgow HSCP in proposing the case for a safer drug consumption facility, following the 2015 report 'Taking away the chaos' and notes the cross-party support for this proposal on the IJB, in the Scottish Parliament and at Westminster.

Council notes this is just one of a range of treatment options but one that must be available due to the clear public health need in Glasgow. Council believes that a safer drug consumption facility also provides an enhanced opportunity to engage with a specific population who may not ordinarily engage with existing services. Council recognises that this proposal has been clinically led and that similar projects have successfully reduced harm, for example by preventing increases in HIV infection rates, and notes the high level of interest in the Glasgow proposal from other authorities across the UK, some of whom are looking to develop similar projects.

Council agrees that such a facility should only be established based on evidence, clinical need and support from experts and local bodies, such as IJB and the NHS. If such a facility is proposed full public consultation will be carried out beforehand, including details of where such a facility would be located, and it is key this decision is made locally. Council also requests that this facility, if established, provides services and support to the users to ensure a pathway out of drug dependency.

Council calls on the Chief Executive, firstly, to write to the Scottish Government setting out our support and encouraging them to continue to pursue this matter and, secondly, to Home Secretary Amber Rudd setting out our support and inviting her to visit Glasgow so that she can hear first-hand from those who support the proposal and from community members who are currently affected by chaotic public drug use in and around the city centre." View Papers

"Council pays tribute to Elaine McNeill, a CORDIA worker in this City, who tragically passed away whilst on her way to carry out her duties in early March.

Council notes that Elaine McNeill was a homecare worker within CORDIA for 15 years, and that she was a popular and valued member of CORDIA staff. Council further notes that Elaine tragically passed away during the recent adverse weather conditions on her way to work, and that subsequent fund-raising for the family has raised over £6,500.

Council resolves to pay tribute to Elaine McNeill and pass on its condolences to her family."  View Papers

"Council notes that Armed Forces Day is due to take place on Saturday, 30th June 2018. Council notes that Armed Forces Day is a commemoration of the contribution, both past and present, of the United Kingdom's Armed Forces who work to protect our nation. Council thanks those who serve in our Armed Forces for all that they do to keep us safe across the world and those who have previously served.

Council notes that events have taken place in recent years in Glasgow to celebrate Armed Forces Day but that in recent years these have been scaled back due to funding changes. Council notes that the Lord Provost has continued to hold a civic reception to mark Armed Forces Day.

Council agrees that a working group should be set up involving this Council, Armed Forces groups and other relevant participants to work to return an annual public event in celebration of Armed Forces Day to Glasgow and re-instating the parade and outdoor reception in George Square." View Papers
(d)By Councillor Jennifer Layden:-

"Council welcomes the Scottish Government's refreshed New Scots Integration Strategy and reiterates its commitment to refugees whether resettled, recognised or claimants. Council encourages the UK Government to develop a similar strategy and to strive to meet the integration needs of newcomers and the communities they live in.

Council is concerned that UK policy continues to operate at best a two tier system, and that impact of this is not only discriminatory but to the detriment of inclusion and integration. Council is concerned that the UK Government has learned little from the Syrian Resettlement Programme and is damaging the goodwill of UK local authorities with its asylum dispersal proposals.

Council notes that since 2012 no UK local authority has held a contract for asylum seeker accommodation and this is unlikely to change despite communities, campaign groups and Parliamentary concerns being expressed. New contracts must recognise the end to end cost of dispersal including the impact of destitution and commit to working more closely with local authorities to mitigate destitution and improve housing. Council will support active involvement and engagement in the UK Government's current Asylum Accommodation and Support Services Contract tendering process." View Papers
(e)By Councillor Maggie McTernan:-

"This Council notes, with disappointment, the continued poor School Leavers Destinations for those in care in Glasgow. Council notes that this is just one of many injustices and inequalities that care-experienced and otherwise looked-after young people face.

Council believes that the wealth of our City is created by its people; and that the wealth of this City should be used for the benefit of those people. Council believes that this wealth should be especially used for the benefit of those who are most disadvantaged, and that it is the responsibility of this Council to continue finding creative and innovative ways to achieve that aim.

Council believes that more can and should be done to support Glasgow's care leavers. Council notes that Scottish Government statistics show that 492 young people from Glasgow ceased to be looked after between 1st August 2015 and 31st July 2016.

Council therefore resolves to create a Care Leavers Dividend Fund, to provide those young people in the City who have left care with a small grant to help them as they branch off on their own.

Council further instructs the City Convener for Health and Social Care Integration to work with the relevant City Policy committee to produce a paper on the implementation of this fund, including how it should be invested, so that the value may grow over time; the role of credit unions in the dispersal of this 'dividend'; and to bring this paper before the City Administration Committee in due course."  View Papers
(f)By Councillor Ade Aibinu:-

"This Council expresses alarm at the rise in anti-Semitism in recent years across the UK. This includes incidents when criticism of Israel has been expressed using anti-Semitic tropes. Criticism of Israel can be legitimate, but not if it employs the tropes and imagery of anti-Semitism. Council therefore welcomes the UK Government's announcement on 11th December 2016 that it will sign up to the internationally recognised International Holocaust Remembrance Alliance (IHRA) guidelines on anti-Semitism which define anti-Semitism thus:

'Anti-Semitism is a certain perception of Jews, which may be expressed as hatred toward Jews. Rhetorical and physical manifestations of anti-Semitism are directed toward Jewish or non-Jewish individuals and/or their property, toward Jewish community institutions and religious facilities.'

This Council calls on all political parties to support combating anti-Semitism in all its manifestations. Council notes that Jeremy Corbyn, the Leader of the Labour Party, has said sorry for 'pockets of anti-Semitism' in the Labour Party; the Board of Deputies of British Jews and the Jewish Leadership Council have, in an open letter, stated that there has been a 'repeated institutional failure' to properly address anti-Semitism in the Labour Party.

Council is concerned by the recent media reports that pro-Israeli groups were stopped from taking part in a recent anti-racism march held in Glasgow. Reports include anti-Israel protestors in masks intimidating pro-Israeli marchers. Council agrees that there is no place for this intimidation and calls on the organisers of the march to condemn the protestors, and in future everyone is welcomed at similar anti-racism events. Racism and anti-Semitism in all its forms is unacceptable.

This Council hereby adopts the above definition of anti-Semitism as set out by the International Holocaust Remembrance Alliance and pledges to combat this pernicious form of racism." View Papers
