(a)East End Social Inclusion Partnership - Appoint Councillor George Redmond, with Councillor Patricia Chalmers as substitute, in place of previous membership;
(b)Glasgow Social Economy Development Group - Appoint Bailie John Gray;
(c)Scottish African Advisory Committee - Appoint Councillor Alex Mosson; and
(d)Scottish Council on Deafness - Appoint Councillor Hugh Macrae as substitute.

8Question by Councillor Niall Walker - Other organisations are reducing energy consumption by decreasing the number of reports produced and sending them electronically. What progress is Glasgow City Council making in this area?.
9Notices of Motions
(a)by Councillor John Mason

"Council notes the failure of all involved to resolve the problems of heating and ventilation in the majority of the City's secondary schools. We believe this is a direct result of the Council's PPP/PFI programme which has led to a fragmentation of responsibility between 3ED and Glasgow City Council. As a result each side blames the other and no one is prepared to pay the money for additional ventilation or whatever else is needed to solve this problem. It is now clear that the PPP/PFI contract has not only proved more expensive for the Council Tax payer than traditional funding methods but also has led to the Council having little or no control over its school buildings. Therefore, Council concludes that the 3ED contract has been an expensive mistake and regrets that we ever entered into it"; and
(b)by Bailie Dr Christopher Mason

"The Council

(1) recalls that it resolved unanimously in January 2003 that the impending pre-emptive attack on Iraq was neither necessary nor justified and that it would produce incalculable risks to international peace and stability;

(2) believes that the manner in which Iraq was invaded and Saddam Hussein was overthrown, and the policies that have been pursued since then by the Coalition Powers in Iraq, have exposed the people of Iraq and the United Kingdom to dangers no less than those they faced when Suddam Hussein was in power;

(3) has no confidence that the policies now being pursued by the Coalition Powers will be effective in reducing those dangers; and

(4) accordingly calls on Her Majesty's Government to work for the very early withdrawal of Coalition forces from Iraq and their replacement, if that is desired by the Iraqi Government, by military, police and civil assistance provided under the auspices of the United Nations and the direction of the Secretary General."
