Overview

A local development plan is required for each council area across Scotland. It allocates sites for new development, identifies sites to be protected and includes policies that guide decisions on planning applications.

Work has begun on the new local development plan for Glasgow (Glasgow City Development Plan 2 (CDP2)), based on the Development Planning Regulations, NPF4 policy priorities and the indicative Regional Spatial Strategy. 

The current adopted local development plan, City Development Plan, places particular emphasis on placemaking. With the recent adoption of National Planning Framework 4, there will be an emphasis on tackling the climate and nature crises.

Development Plan Scheme

The Planning (Scotland) Act 2019 requires all local authorities to publish annual Development Plan Schemes that set out the work programme for creating a Local Development Plan. The purpose of a Development Plan Scheme is to enable stakeholders to gain an awareness of the plan preparation process and explains how and when they can get involved. 

The latest Development Plan Scheme for 2023 is available to view here. It sets out the new planning context and how we will go about producing City Development Plan 2.
