A local development plan is required for each council area across Scotland. It allocates sites for new development, identifies sites to be protected and includes policies that guide decisions on planning applications.
Whilst early work has begun on the new local development plan for Glasgow (Glasgow City Development Plan 2 (CDP2)), production has been delayed in order to reflect the changes to the planning system which are emerging at the national level through planning reforms such as revised Development Planning Regulations, NPF4 policy priorities and the indicative Regional Spatial Strategy.
It is anticipated that the timescale for the production of CDP2 will emerge later in 2021 and this will be reflected in future updates of the Development Plan Scheme.
It is not anticipated that there will be a major shift in the policy approach within CDP2. The strategic aims and spatial strategy of the new Plan are likely to place similar emphasis on placemaking and sustainable regeneration, as set out in the current adopted Plan, within the wider context of climate change challenges and Covid recovery.

General background research to aid the new Plan preparation process (with a series of online Background Papers published online in due course).
Early public Call for Sites exercise aimed at identifying potential new sites for development, alternative use or protection (January 2019). All submissions received will be retained and reviewed and there will be further opportunity to submit new sites, given the time period that has elapsed since the original Call for Sites exercise. All sites put forward will be subject to strategic environmental assessment and a wider planning assessment as part of the plan preparation process.
