Apply for a parking suspension or dispensation

This application process does not cater for emergency situations, any emergencies must be reported to the relevant emergency service in the first instance.

The owner/operator of the goods vehicle, must apply for the dispensation or the suspension of parking bays. Please allow 5 working days to process any parking bay suspension applications.

Dispensations

Dispensations are not granted to aid convenience. You should determine a methodology for your work which takes account of the existing waiting and loading restrictions, including waiting limits and access times. In exceptional circumstances such as when this is not possible due to physical limitations, such as having to undertake drainage works using equipment fixed to a vehicle, a dispensation may be granted.

Important - please note

  • Each application will be individually assessed
  • Applications are not considered for private vehicles
  • A parking dispensation does not guarantee a space at the agreed location.
  • The owner or operator of the goods vehicle must make the dispensation application.

Drainage Contractors - Urgent Works to protect Public Health:

All applications must normally be completed online using the detailed rules and online application form.

Please note that in urgent circumstances, where there is a risk to public health, a dispensation application is not required. Risks to public health include sewerage blockages and other drainage defects causing flooding or effluent to emerge.

However, the following criteria MUST be met:

  • The equipment which is essential to undertake the works is fixed to the vehicle. This equipment may be high pressure water jetting equipment, submersible cameras, pumps etc.
  • The essential equipment must be actively engaged in the works.
  • Works require to be completed urgently due to public health implications.

The following dispensations to work where waiting and loading restrictions are available subject to the above criteria being met.

  • Where loading is permitted
  • On a single yellow line waiting restriction where loading is permitted.
  • On a double yellow line waiting restriction where loading is permitted.
  • Exceed maximum stay in a pay and display bay.
  • Overhang a pay and display bay.
  • Load and unload materials at a loading facility for an extended period of time. Note, loading and unloading activity must be observed over a 10 minute period.

Subject to the above criteria being fulfilled, and the vehicle being seen to be working, an individual dispensation application is not required. When the vehicle is not actively engaged in the works it must be parked in compliance with the parking regulations in the area.

When you require to occupy a parking bay to undertake works a payment for parking should be made in the normal way. If the vehicle straddles more than one parking bay, each bay overhung will be considered occupied and payment due.

Payment can be made using the Ringo App for a period of time up to the corresponding maximum stay period for that bay. A cash payment will then be required for a 30 minute period before returning to payment using the Ringo App.

In circumstances where the vehicle is required to stop on a length of road where no waiting and no loading parking restrictions are in place the works may need to be carried out off peak and considered 'mobile working' or 'short stop working'. In these circumstances works may need to be carried out in accordance with the 'Safety at Street Works and Road Works: A Code of Practice 2013. A copy of this document is available on the Gov.uk website.

Information relating to road and footway permits is available on our website.

What do we give dispensation for?

  • DVLA out with double yellow lines and for surveillance purposes only.
  • When works can only be carried out by using equipment such as pumps which must be used when attached to a vehicle.
  • Removal companies to load and unload.
  • Utility services (Scottish Gas, Scottish Power, and Water) actively engaged and physically connected to works.
  • Asbestos Removal, only to drop off tools/materials and decontamination unit. Decontamination unit needs a Road Occupation Permit as it is static.
  • TV crews, but only for satellite broadcasting vehicles and not on double yellow lines.
  • Blood Donor bus.

What do we not give dispensation for?

  • Trades people who require a van for the storage of materials and tools. Subject to traffic conditions, we can give dispensation to exceed the maximum stay within a pay and display parking bay provided payment is made as appropriate.
  • Private cars.
  • Weddings.
  • Funerals (unless Police request).
  • Double yellow lines.
  • Bus Stops, Taxi Ranks, disabled parking bays, Car Club bays and Electric Vehicle bays.
  • Utilising pay and display bays for free. Anyone parking in a Pay and Display bay must pay for a ticket.
  • Asbestos decontamination units as these require a road occupation permit.
  • Welfare vehicles.
  • Vehicles carrying equipment that can be carried by hand.

Suspension of existing parking bays

The applicant is responsible for the appointment of a suitably qualified traffic management contractor to carry out the suspension works in accordance with Glasgow City Council requirements and the New Roads and Street Works Act. Details of the nominated contractor, who will undertake the works should the application be successful, must be provided within the application form. Should these details be absent the application will not be progressed.

All parking bay suspensions will be charged at the appropriate pay and display daily rate for the street / area.

Important - please note

  • Each application will be individually assessed.
  • Applications are not considered for private vehicles.
  • All charges must be paid in full before a suspension request can be processed.
  • Charges will vary depending on the area. Details are available in the Council's pdf icon book of charges [469kb].

Following approval of the application to suspend parking bays, arrangements should be made for the parking bays to be formally suspended by an appropriately qualified traffic management contractor. The appointed contractor should initially contact this department via the following email address ParkingDispensation@glasgow.gov.uk, and then prepare to undertake the following works:

  • Place, maintain, and remove notices at the adjacent pay and display machines. The notices require to be approved by this office via a submission from the appointed contractor.
  • Place, maintain, and remove authorised yellow no waiting cones.
  • Provide a plan of the area detailing the extent of the coning and signing.
  • Have a uplift resource available for the removal and setting aside of vehicles parked in the bays at the time of suspension or are later indiscriminately parked in the bays following suspension.
  • Provide an invoice to this office covering the daily charge rate for each bay suspended. Each bay requires to be suspended from the end of the parking charge period on the day prior to the works
  • A minimum charge of 0.5 days parking for each bay is therefore required for occupation up to noon and a full day charge is required if occupation extended beyond noon, payable in advance.

You should note that others may disregard the yellow cones and park within the suspended bays. Enforcement resources may not be available to issue Penalty Charge Notices.

    Removals

The removal company, or the owner/operator of the goods vehicle, must apply for the dispensation or the suspension of parking bays.

A dispensation can been arranged, for the removal vehicle, to overhang parking bays for the purposes of a removal. You should note that payment is required for each parking bay occupied for the duration of stay of the vehicle. This can be done via the Ringo system or using cash at the Pay and Display parking machines. The vehicle may overstay the maximum waiting time but must be actively involved in the removal works and continued parking payments should be made.

Please note that, with a parking dispensation alone, parking bays cannot be set aside for your exclusive use and that the placing of traffic cones or other items on the carriageway or parking bays has not been authorised.

The setting aside of parking bays for the exclusive use by the removal vehicle requires the bays to be formally suspended by an appropriately qualified traffic management contractor who can undertake the following works:
