Glasgow Town Centre Action Programme Grant Fund

What is it?

In September 2020, the Scottish Government announced an allocation of £1.096m Town Centre funding for Glasgow, as part of the Government's economic stimulus plans in response to Covid-19.  Around 40% of this has been allocated to the Glasgow Town Centre Action Programme Fund (GTCAP) 2020 which is now open.

There are two different grants schemes within GTCAP (Food and Inclusion and Animating Spaces). Projects must be deliverable within a short timescale, additional to existing capital programmes and fit with the City Development Plan, Scottish Government Town Centre Action Plan and the Place Principle.

All projects funded must be contractually committed by March 2021 and all capital works completed by September 2021.

Food and Inclusion in Town Centres Grant Fund

Food Pantries provide an alternative to the food bank model and provide dignity and choice in exchange for a subscription and/or membership fee. Targeting those on low income and/or recovering from crisis, food pantries help address food insecurity and can provide an opportunity for delivering other services such as financial advice and creating local employment.

Projects should be delivered through partnerships with local delivery agencies, to maximise the reach and impact of the funding as well as supporting the Council's commitment to Inclusive Growth. The inclusion of pantries will bring additional footfall to the town centres, further stimulating economic activity.

Four pantries were funded through the 2019/20 programme and this new funding in 2020/21 will allow more town centres to benefit from the creation of new food pantries. Priority will be given to those projects that are able to demonstrate complementarity with local growing projects, linkages with Glasgow Community Food Network and use of sustainable transport.

Animating Spaces Grant Fund

Glasgow's network of town centres and local shopping areas are one of the city's greatest assets as it moves towards the target of net zero carbon by 2030. The network is crucial to the social and economic life of the city's communities and this role has been highlighted by the challenges of Covid-19.

Using funding from Scottish Government's Covid-19 economic stimulus, Glasgow City Council is now launching a grant programme titled Animating Spaces. This grant will provide new funding for communities to develop temporary interventions to help animate the spaces created for safe movement and trading within our town centres.

This new fund will allow qualitative works which were beyond the scope of the Spaces for People programme. Grants of up to £20,000 (unless by exceptional circumstances) are available.

Applications are now open

Applications are invited before 20 November 2020 for projects which fit one of the above two new grant programmes.

Applicants should note that appropriate procurement must be carried out to allow funded projects to be contractually committed by March 2021 and all capital works should be completed by September 2021.

A webinar will take place in November to demonstrate how other projects have flourished in their local spaces and explore how the city's town centres can be supported to flourish during the Covid-19 pandemic and as we emerge from it. There will be an opportunity to ask questions about the grant process.
