Hyndland, Hughenden and Dowanhill West (Traffic Management and Parking Controls) Order 2019

The statutory process for the introduction of parking controls is now complete, the associated signing works are due to commence on week commencing 11 March 2019 and the associated lining works are due to commence on Monday 18 March 2019.

These parking controls will remove the current commuter parking problem and create better parking availability for residents and local businesses.

Parking controls, permit prices and parking charges

  • Shared use parking places for permit holders or those who wish to pay to park
  • The chargeable hours for the shared use parking bays is Monday to Saturday, 8am to 6pm.
  • Parking Places, Pay and Display Monday to Saturday, 8am to 6pm
  • Those who wish to pay to park during these hours can do so for a maximum stay of 3 hours at a charge of 20p for every 15 minutes for the first hour, then 40p for every 15 minutes thereafter.
  • Resident parking permits at a cost of £85 per annum or £23.75 quarterly
  • Business parking permits at a cost of £650 per annum
  • Residents' visitors parking permits at a cost of £2 for a set 6 hour period
  • Resident and business permit holders can park without limit of time
  • Enforceable disabled parking bays
  • New motorcycle parking bays
  • New bus parking bay on Hughenden Lane
  • Additional Car Club parking bays on Novar Drive, Dudley Drive and Churchill Drive
  • New electric vehicle (EV) parking bay with EV charger on Dudley Drive
  • New Loading Only places Monday to Saturday, 8am to 6pm
  • No Waiting Monday to Saturday 8am to 6pm, No Loading Monday to Saturday, 8am to 9.30am, 4pm to 6pm
  • No Waiting at any time in certain lanes except permit holders outwith refuse collection days
  • Taxi Rank for single taxi to remain at existing location at Broomhill Drive

New one way systems are also being introduced as part of this scheme to maximise parking capacity and reduce through traffic within the area. These include:-

  • Airlie Street (northern section) northwards from Novar Drive to Clarence Drive
  • Banavie Road (west part) southwards from Turnberry Road to Banavie Road
  • Crown Gardens eastwards from Sydenham Lane to Crown Road North
  • Crown Road North westwards from Crown Gardens (eastern access) to Kingsborough Gate
  • Crown Terrace eastwards from Sydenham Lane to Crown Circus.
  • Dudley Drive (northern section) northwards from Clarence Drive to Queensborough Gardens.
  • Falkland Street (southern section) northwards from Clarence Drive to Queensborough Gardens.
  • Falkland Street (northern section) southwards from Novar Drive to Queensborough Gardens.
  • Hayburn Crescent northwards from Banavie Road to Turnberry Road.
  • Kingsborough Gate northwards from Crown Road North to Prince Albert Road.
  • Kingsborough Gardens (northern section) eastwards, southwards then westwards in clockwise direction from Hyndland Road to Hyndland Road.
  • Kingsborough Gardens (southern section) northwards, eastwards then southwards from Prince Albert Road to Prince Albert Road in a clockwise direction
  • Novar Drive northwards from Queensborough Gardens to Airlie Street.
  • Novar Drive westwards from Polwarth Street to Airlie Street.
  • Novar Drive eastwards from Polwarth Street to Falkland Street.
  • Polwarth Street northwards from Clarence Drive to Novar Drive.
  • Prince Albert Drive eastwards from Kingsborough Gate to Victoria Circus.
  • Prince's Gardens westwards from Sydenham Lane to Crown Road North.
  • Prince's Place southwards from Prince Albert Road to Crown Road North.
  • Prince's Terrace eastwards from Prince's Place to Prince Albert Road.
  • Queensborough Gardens (northern carriageway) eastwards from Hayburn Lane to Falkland Street.
  • Queensborough Gardens (southern carriageway) westwards from Falkland Street to Hayburn Lane.
  • Westbourne Gardens North eastwards from Westbourne Gardens West to Lorraine Road.
  • Westbourne Gardens South westwards from Lorraine Road to Westbourne Gardens West.
  • Un-named Lane northwards from Crown Road North to Prince Albert Road.

Under the proposals, the existing one way section of Victoria Circus between the Northcote Doctors Surgery access and Linfern Road will revert back to two-way operation. The one-way will only operate between Linfern Road and Prince Albert Drive.

How to apply for your resident / business parking permit 

The proposed date for the commencement of enforcement has been programmed for 26 August 2019. A letter is being issued to all affected addresses with details of the application process, confirmation of the enforcement date and the proposed update to the interactive parking map which will show the new parking zone. This map will be updated by Friday 28 June 2019.

Application forms for resident parking permits will be available from Monday 24 June 2019 on the following webpage. Business parking permits application forms are also on this webpage in the Related Documents section. Applications will be accepted from 24 June 2019 and processed closer to the implementation of the parking scheme.

Programme of works

The signing works are commencing prior to the lining programme. The first signs to be installed will be the zone entry/exit signs. Temporary yellow overlays will be placed on all these signs to highlight to the public that upcoming parking controls are being introduced to this area and will provide a web address to find out more information.

The majority of road lining works will be facilitated by phased road closures to ensure the work is carried out as quickly and with as little disruption as possible.

During these road closures it is also hoped to carry out road cleansing operations at the same time.

On-street notification will be given prior to any road closure. It is imperative that vehicles are not left parked within the road closure site during the times stated to allow the contractors and cleansing teams to undertake the works. 

Any vehicles parked within the road closure sites during these times will be subject to a Penalty Charge Notice and may be removed if necessary. Parked vehicles could also delay the completion of the works and could result in another closure being required at a later date creating unnecessary inconvenience to residents/visitors and businesses.

Access to properties and businesses within each road closure site will be available subject to on-going operations and Council officers will be on site to help with entering or exiting the road closure site safely.

Following completion of the road closure programme, the lining of the main routes, which include Hyndland Road, Clarence Drive, Crow Road and Broomhill Drive will be facilitated by temporary restrictions and yellow coning only. Notices will be erected where possible the day prior to the temporary restriction and leaflets placed on the windscreen of the parked vehicles.

It is imperative that vehicles are not left in these areas during the times stated on the on-street notification as this will also hinder progress of works resulting in temporary restriction remaining longer on street.

It should be noted that road lining works is weather dependant which means that poor weather can cause delays. If this occurs or if other unforeseen issues arise then these works will be added to the end of the existing programme. Details of this will be made available.

Signs for new one ways will be installed and bagged until the new traffic management layout is complete. Parking machines will remain bagged until the commencement of the enforcement.
