The statutory process for the introduction of parking controls is now complete, the associated signing works are due to commence on week commencing 11 March 2019 and the associated lining works are due to commence on Monday 18 March 2019.
These parking controls will remove the current commuter parking problem and create better parking availability for residents and local businesses.
New one way systems are also being introduced as part of this scheme to maximise parking capacity and reduce through traffic within the area. These include:-
Under the proposals, the existing one way section of Victoria Circus between the Northcote Doctors Surgery access and Linfern Road will revert back to two-way operation. The one-way will only operate between Linfern Road and Prince Albert Drive.
The proposed date for the commencement of enforcement has been programmed for 26 August 2019. A letter is being issued to all affected addresses with details of the application process, confirmation of the enforcement date and the proposed update to the interactive parking map which will show the new parking zone. This map will be updated by Friday 28 June 2019.
Application forms for resident parking permits will be available from Monday 24 June 2019 on the following webpage. Business parking permits application forms are also on this webpage in the Related Documents section. Applications will be accepted from 24 June 2019 and processed closer to the implementation of the parking scheme.
The signing works are commencing prior to the lining programme. The first signs to be installed will be the zone entry/exit signs. Temporary yellow overlays will be placed on all these signs to highlight to the public that upcoming parking controls are being introduced to this area and will provide a web address to find out more information.
The majority of road lining works will be facilitated by phased road closures to ensure the work is carried out as quickly and with as little disruption as possible.
During these road closures it is also hoped to carry out road cleansing operations at the same time.
On-street notification will be given prior to any road closure. It is imperative that vehicles are not left parked within the road closure site during the times stated to allow the contractors and cleansing teams to undertake the works.
Any vehicles parked within the road closure sites during these times will be subject to a Penalty Charge Notice and may be removed if necessary. Parked vehicles could also delay the completion of the works and could result in another closure being required at a later date creating unnecessary inconvenience to residents/visitors and businesses.
Access to properties and businesses within each road closure site will be available subject to on-going operations and Council officers will be on site to help with entering or exiting the road closure site safely.
Following completion of the road closure programme, the lining of the main routes, which include Hyndland Road, Clarence Drive, Crow Road and Broomhill Drive will be facilitated by temporary restrictions and yellow coning only. Notices will be erected where possible the day prior to the temporary restriction and leaflets placed on the windscreen of the parked vehicles.
It is imperative that vehicles are not left in these areas during the times stated on the on-street notification as this will also hinder progress of works resulting in temporary restriction remaining longer on street.
It should be noted that road lining works is weather dependant which means that poor weather can cause delays. If this occurs or if other unforeseen issues arise then these works will be added to the end of the existing programme. Details of this will be made available.
Signs for new one ways will be installed and bagged until the new traffic management layout is complete. Parking machines will remain bagged until the commencement of the enforcement.
