Penalty Charge Notices

On the 4 September 2024, a Penalty Charge Notice (PCN) issued in Glasgow increased to £100, reduced to £50 if paid within the first 14 days.

A Penalty Charge Notice (PCN) is a method of parking enforcement which can be used by the local authority. This has a statutory basis under the Road Traffic Act 1991. For penalty charge notices issued under The Road Traffic Act 1991 the registered keeper of the vehicle is liable.

What does it cost?

The value of a PCN is £100.00 however a discounted amount of £50.00 will be accepted as full payment if received within 14 days of issue.

Payment of £50.00 received after the 14 days has expired will be considered as part-payment and the balance will remain due.

Payment may be made here. Photographs of the contravention can be viewed once the vehicle details and PCN number have been entered.

 

Appeals

  • The PCN shows the alleged contravention together with the place, time and date that it occurred. If you feel it was incorrectly issued, you can make an appeal here.
  • If your appeal is rejected you will be sent a reply explaining the reasons why, and advising what you can do next.
  • If your appeal is accepted the PCN will be withdrawn and you will be notified.
  • Please note you cannot pay and appeal a Penalty Charge Notice.

 

Notice to owner

  • If full payment is received within 28 days of issue of the PCN the case will be closed; if payment is not received a 'Notice to Owner' will be sent to the registered keeper.
  • When you receive a 'Notice to Owner' payment or representation can be made.
  • Representation can only be made on certain grounds which are explained on the Notice to Owner form, however we may consider exceptional circumstances that are not covered by the categories on the form.
  • Representation will be carefully considered and if the council agrees with your representations you will receive a 'Notice of Acceptance' and the case will be closed, but if not, you will receive a 'Notice of Rejection'
  • If we reject your representation, you have the right to appeal to an independent adjudicator, namely the Parking and Bus Lane Tribunal Service. We will enclose the appropriate form to enable you to appeal to them with the "Notice of Rejection". If the Parking and Bus Lane Tribunal Service rejects your appeal, the amount payable will be the full £100.00.

 

Independent parking adjudicator

You may only appeal to the Independent Parking Adjudicator after your representation to us has been rejected. The adjudicator's decision is final.

 

Do not ignore a Penalty Charge Notice

It will carry additional charges if it is not paid (or contested) promptly.

  • If payment remains outstanding 28 days after a 'Notice to Owner' has been issued or after an appeal or representation has been refused we may issue a 'Charge Certificate' increasing the penalty by a further 50% of the original charge.
  • Upon the issue of a Charge Certificate, your right of appeal has been removed. If the PCN remains unpaid, it may be passed to our debt recovery agent for further action.
