Registration of Premises for the Storage of Mixed Explosives
Applicants are advised to reads the notes below carefully -
- All traders who intend to store mixed explosives must be registered, under the Explosives Act, 1875 with the Local Authority on an annual basis. The Local Authority for premises within the Glasgow area is the Licensing Section, Chief Executive's Office, Glasgow City Council, 235 George Street, Glasgow, G1 1RX.
- The premises must be registered in the name of the occupier.
- Registered premises must comply with all legal requirements for storage conditions. Registered premises may be inspected at any time by the Environmental Health and Trading Standards Divisions of Environmental Services.
- Failure to comply with the storage conditions is an offence, and may result in a report being submitted to the Procurator Fiscal.
- Premises can be registered for storage under Mode A or Mode B. If Mode A is required, the occupier must provide a purpose built fireproof room or store in which the fireworks must be kept. The maximum amount that can be stored is 1,000kg of shop goods.
If Mode B is required, the occupier must provide a substantial receptacle inside a building in which the fireworks must be kept. Suitable storage containers are a japanned or tinned iron or steel trunk or box; a wooden box; or a cupboard or drawer. These must be kept locked at all times. Fireworks may also be stored in a glass showcase. These must be kept locked, or securely closed if unauthorised persons have access to the area. The maximum amount that can be stored is 250kg of shop goods in containers which hold not more than 50kg each. The maximum amount which can be stored in a room to which the public has access to is 50kg. - Only mixed explosives may be stored in the container noted at (5). above, which must be kept dry at all times.
- Keep all flammable items at a safe distance away from where fireworks are being sold.
- Storage containers should be labelled:
MIXED EXPLOSIVES - HIGHLY FLAMMABLE - 'NO SMOKING' notices should be displayed where fireworks are to be stored and/or sold.
