Liveable Neighbourhoods

Overview

The Liveable Neighbourhoods (LN) programme is Glasgow's approach to combining elements of the 20-minute neighbourhood concept with the place principle. This programme emerged as an output from the City-wide public conversation on Glasgow's Transport future called Connecting Communities.

The City Council will work with and enable communities to improve their areas through the formation of Liveable Neighbourhood Plans. This process was initiated in Summer 2021 with the publication of the LN Toolkit.

Through six tranches of work, LN plans will cover every area of Glasgow. Following the eight-stages of the RIBA process, LN Plans will both identify existing activity and propose new interventions which align with the four themes of LN:

  • Local Town Centres
  • Everyday Journeys
  • Active Travel
  • Streets for People

LN responds to multiple contemporary challenges that the city faces, the global climate crisis poses a significant threat to the city with an increased risk of flooding, heat islands and other extreme weather. LN projects will embed climate resilience through aspects such as sustainable urban drainage systems (SUDs) and addition of new urban trees.

We know from community engagement that fast-changing ways and patterns of working has generated a desire from residents for better local living and transport connectivity. LN will bring forward proposals to reinvigorate the city's neighbourhoods and local high streets, making it more attractive to socialise, play and shop in your local area. Movement around the city and beyond won't be restricted, however it will become more convenient to meet your everyday needs within a short walk, wheel or cycle (active travel).

Transport is the largest single source of greenhouse gas emissions in Scotland, which contributes to climate change. By making it easier for active travel or public transport to be first choice for short and everyday journeys, we can reduce our emissions and work towards becoming a net zero city.

Walking, wheeling and cycling are low-cost transport choices and we are continually delivering changes to make this an easier and more desirable way of travelling for utility journeys (e.g. to school, work or the shops). In addition to neighbourhood level enhancements through the LN programme, we are adding 270km of new protected cycle lanes and footway enhancements across the entirety of Glasgow through our Active Travel City Network.

Tranche 1

Four areas formed the first tranche, these are:

  • Ruchill-Cowlairs LN: Covering the neighbourhoods of Ruchill, Hamiltonhill, Possilpark, Port Dundas and Cowlairs (Ward 16)
  • Langside-Toryglen LN: Covering the neighbourhoods of Langside, Battlefield, Mount Florida, King's Park and Toryglen (Ward 7)
  • Dennistoun-Cranhill LN: Covering the neighbourhoods of Dennistoun, Haghill, Carntyne, Riddrie and Cranhill (Wards 18 and 22)
  • Govan-Kingston LN: Covering the neighbourhoods of Greater Govan, Ibrox and Kingston (Ward 5)

RIBA Stage 1 reports for the Ruchill-Cowlairs LN and Langside-Toryglen LN areas alongside a LN Strategic Business Case were presented at the Environment, Sustainability and Carbon Reduction City Policy Committee on the 1 February 2022 and the City Administration Committee on the 24 February 2022 with all documents approved. The Dennistoun-Cranhill LN and Govan-Kingston LN RIBA stage 1 reports were presented to the Environment, Sustainability and Carbon Reduction City Policy Committee on the 23 August 2022.

On reviewing the Liveable Neighbourhoods approach and identified tranches of work, it was acknowledged that the Yorkhill to Anderston areas have a number of wider Active Travel and Streets for People projects that align with the LN Programme. So additional work was also undertaken in:

  • Yorkhill-Anderston LN: Covering the neighbourhoods of Yorkhill, Kelvinhaugh, Finnieston and Anderston (Ward 10)

This provided an opportunity to review and collate work and to undertake a wider overarching appraisal of the geographical area with the production of a RIBA Stage 1 report. This was presented to the Environment, Sustainability and Carbon Reduction City Policy Committee on the 23 August 2022.

Tranche 2

This commenced in late 2022 and covers the following study areas:

  • Mansewood to Shawlands LN: Covering the neighbourhoods of Mansewood, Pollokshaws, Pollokshields West, Strathbungo and Shawlands (Wards 2 and 6)
  • Pollokshields East to Gorbals LN: Covering the Neighbourhoods of Pollokshields East, Govanhill and Greater Gorbals (Wards 5, 6 and 8)
  • Royston to Hogganfield LN: Covering the neighbourhoods of Royston, Sighthill Germiston, Blackhill and Hogganfield (Wards 21 and 22) 
  • Yoker to Whiteinch LN: Covering the neighbourhoods of Yoker, Scotstoun, Jordanhill and Whiteinch (Wards 12 and 13)

RIBA Stage 0-2 activity in these LN areas got underway in November 2022 and was completed in January 2024 with concept design reports.

RIBA Stage 1 Community Engagement was undertaken in February and March 2023. The RIBA stage 0-1 reports were presented to the Environment and Liveable Neighbourhoods City Policy Committee on the 24th August 2023.

Additional engagement for RIBA Stage 2 took place in August-November 2023 and the RIBA Stage 2 reports were presented to committee on 12th March 2024.

Tranche 3

This activity begun in February 2024 and covers the following study areas:

  • Cardonald to Mosspark LN: Covering the neighbourhoods of North Cardonald, Penilee, Crookston, South Cardonald, Bellahouston, Craigton and Mosspark (Wards 4 and 6)
  • Ruchazie to Easterhouse LN: Covering the neighbourhoods of Ruchazie, Garthamlock and Easterhouse (Ward 21)
  • Knightswood to Anniesland LN: Covering the neighbourhoods of Knightswood, Temple and Anniesland (Wards 13 and 14)
  • Lambhill to Milton LN: Covering the neighbourhoods of Lambhill and Milton (Ward 16)

RIBA Stage 1 Community Engagement was undertaken in April to June 2024. The RIBA stage 0-1 reports and Engagement report were presented to the Environment and Liveable Neighbourhoods City Policy Committee on the 8 October 2024.
