This is the list of documents available for the submission By Councillor Martha Wardrop:- Council notes that energy prices are expected to rise by 28% for gas and by 10% to 17% for electricity. Initial projections based on last year's consumption would suggest an overall increase in energy costs of £3m. In addition to the basic cost of energy, the Council will also be liable this year for the first time for a carbon tax of £1.5m. Council requests that the Executive Directors of each Service and ALEO establish and implement for their Estate, by 30 November 2011, a winter heating policy including appropriate heating set points. The Council requests that the Energy Efficiency Unit provides support to the Executive Directors to achieve this goal. Council supports the development of an Energy Policy to ensure that appropriate best practice guidance is disseminated from the most senior level of the Council regarding energy consumption, reducing carbon emissions, winter heating strategy, and procurement of equipment. Council will ensure the policy is developed with several stakeholder engagement sessions and it will be universally adopted across all services..
