Submission Documents: By Councillor Gordon Matheson:- "Council supports the Affordable Warmth Initiative for the third successive year, which provides a £100 dividend to help elderly citizens keep warm. However, Council recognises that the rising cost of energy is a growing concern generally; and believes that increased tariffs are a particular problem for those living on low incomes, compounded by their greater use of costly pre-payment meters. Therefore, Council resolves to write to the Chief Executive's of the big energy companies calling on them to: freeze prices for a two year period; ensure that households reliant on pre-payment meters are offered lower tariffs, rather than costly standard rates; stop charging for installing and removing pre-payment meters; introduce smart meters for all customers to help monitor levels of usage and cost; and to work with Glasgow City Council by sharing consumption and usage data, and by funding financial advice and budgeting services for customers who are moving onto Universal Credit, and particularly those living in the bottom 10% of SIMD datazones."
