Submission Documents: By Councillor Dr Martin Bartos:- "This Council notes the difficulties facing residents and small organisations (including local high street businesses) with onstreet parking in many parts of the city. This Council further takes account of the increasing evidence of the adverse impact of air pollution from traffic exhaust on the health of its citizens. Noting that Glasgow has made no adjustment to its permit charging regimes since 2006, Council agrees to review the parking permit charging policy in order to encourage responsible car usage by preferentially supporting low and zero-emission vehicles and taking account of the needs of residents and small local organisations. Council therefore instructs the Executive Director of LES and the Executive Director of DRS to present a joint paper to both relevant policy development committees by year end 2016 with options to revise the permit tariffs to preferentially encourage cleaner cars and consider different needs of households, charities and SMEs."
