(a)By Councillor Matthew Kerr:-

"The Council views the provision of appropriate day services to adults with learning disability as one of its most fundamental responsibilities. The replacement of the Accord Centre with alternative provision at the Riddrie Day Centre and at the Bambury Centre represents both an improvement in the available facilities and a further step towards the modernisation of day services.

Council believes that this is a key step forward in ensuring that Glasgow can deliver the best possible range of services for some of our most vulnerable citizens and pledges to continue to engage with service users and carers in the shaping of this future." View Papers
(b)By Councillor Billy McAllister:-

"Council notes the assurances made to the users of the Accord Centre that a 'like for like' repacement would be found, following the loss of their centre, as part of the works for the 2014 Commonwealth Games. Council further notes the negative impact this situation will have on some of the most vulnerable in our city.

Council is concerned at the loss of this facility without the promised replacement and expresses support for those affected calling for a replacement facility which meets their agreed requirements. Council therefore calls on the Executive Member for Social Care to follow through on his commitment and deliver an agreeable replacement for the Accord Centre at the earliest opportunity." View Papers

"Council, as the Authority responsible for the administration of civil marriages and civil partnerships in the City of Glasgow, notes:-

The current Scottish Government consultation on same-sex marriage and religious ceremonies for civil partnerships; and

The 2006 Scottish Social Attitudes Survey showing 53% in agreement with equal marriage rights for same-sex couples and only 21% in disagreement, and a subsequent poll in 2010 showing 58% support with only 19% against.

Council believes:-

1 The Scottish Government should recognise this shift in public attitudes within its current consultation on equal marriage;

2 That the Scottish Government consultation should include the issue of mixed sex couples being allowed to enter into civil partnerships; and

3 That establishing equal marriage and mixed sex civil partnerships would in no way undermine the rights and freedoms of those religious bodies which do not wish By Councillor Alex Dingwall:-

(d)By Councillor Martha Wardrop:-

Council notes that energy prices are expected to rise by 28% for gas and by 10% to 17% for electricity. Initial projections based on last year's consumption would suggest an overall increase in energy costs of £3m. In addition to the basic cost of energy, the Council will also be liable this year for the first time for a carbon tax of £1.5m.

Council requests that the Executive Directors of each Service and ALEO establish and implement for their Estate, by 30 November 2011, a winter heating policy including appropriate heating set points. The Council requests that the Energy Efficiency Unit provides support to the Executive Directors to achieve this goal.

Council supports the development of an Energy Policy to ensure that appropriate best practice guidance is disseminated from the most senior level of the Council regarding energy consumption, reducing carbon emissions, winter heating strategy, and procurement of equipment. Council will ensure the policy is developed with several stakeholder engagement sessions and it will be universally adopted across all services. View Papers
(e)By Councillor Kieran Wild:-

"Council acknowledges that fuel poverty in Glasgow continues to increase despite numerous strategies designed to eradicate the problem. In 2008, 25% of households in Glasgow were affected by fuel poverty, and since then, energy prices have risen by over 23% with the current estimate for fuel poverty in Glasgow now at 33%.

Council notes that we must unlock the cycle of fuel poverty due to inefficient use of energy and our over-dependence on fossil fuels, prices of which are dictated by the global market. We will seek to develop our services to ensure that households are able to access the Energy Assistance Package and implement measures to improve energy efficiency or investment in renewable technology. Council recognises the important role which could be played by investment in renewable energy technology owned in the public and community sectors, and calls for resources to deliver research and development to support such investment in Glasgow.

Council welcomes the Scottish Government's review of the Fuel Poverty Strategy and we hope that through engagement with a range of stakeholders, the review will lead to development of a revised insulation scheme for households among other measures to ensure that no-one is living in fuel poverty by 2016." View Papers
