The Licensing Board meets at regular intervals to consider applications made under the Licensing (Scotland) Act 2005.

Applications can be made for a "provisional premises" or "premises" licence, for which a Building Standards Certificate will require to be issued to the applicant by Building Standards.

The Licensing Board and Council's Licensing Committee

Licensed premises are reported on and inspected by Building Standards and Public Safety.  We assess the property with regard to several areas including:

  • means of escape
  • emergency lighting
  • sanitary facilities
  • access for the disabled
  • occupant capacity and
  • structural stability.

Applications for a Building Standards Certificate

Licensing Board sittings are held at regular intervals to consider applications made under the Licensing (Scotland) Act 2005: Section 50.

An applicant can apply for a "premises" licence for which:

  • Alcohol will be sold for consumption solely ON the premises.
  • Alcohol will be sold for consumption solely OFF the premises.
  • Alcohol will be sold for consumption both ON and OFF the premises.

The issue of this certificate may require the granting of a building warrant and the acceptance of a subsequent certificate of completion.

For a "provisional premises" licence the certificate would require to be issued before "confirmation" of the licence, i.e. when works have been completed and the applicant is ready to operate.

For a "premises" licence the certificate would require to be issued before the application can be made to the Licensing Board.
