Private Hire Car 10 Year Policy

POLICY REGARDING AGE OF VEHICLES FOR
PRIVATE HIRE CARS

From 20 September 2023 a vehicle must not be more than five years old from the date of first registration when first licensed by the Licensing Authority with the further restriction that when the vehicle is ten years old from the date of first registration it must be taken out of service and replaced.
Licensed vehicles that are currently more than 10 years old (at 20 September 2023) may continue to be operated until 20 September 2024 or the date of the renewal of licence, whichever is the later, and then must be taken out of service and replaced.
Any vehicle which is currently licensed (at 20 September 2023) and which is the subject of a finance agreement acceptable to the licensing authority entered into before 20 September 2023, may continue to be operated beyond the next renewal date falling after 20 September 2024, notwithstanding the fact that at the renewal date the vehicle will be more than 10 years old, until the conclusion of the agreement.
In order to claim this additional exemption from the policy requirements such an agreement must be exhibited to the Licensing Authority at the time of lodging the renewal application form.
At the end of the period covered by the agreement the vehicle shall be taken out of service and replaced and the renewed licence should contain a condition to that effect identifying the date by which the vehicle must be replaced.
A finance agreement, to be acceptable to the licensing authority, must be with a recognised financial institution such as a bank, building society or HP company and must cover a period of no more than four years.
If the finance agreement covers a period of more than four years, the exemption will only be given for a four year period from the date the agreement was entered into and at the end of that period the vehicle must be replaced.
