Just Transition Skills Action Plan

Glasgow City Council is committed to becoming net zero carbon by 2030. The transition to a net zero and climate resilient economy is a significant opportunity for Glasgow. Properly managed it will stimulate inclusive growth and enhance productivity whilst addressing the climate emergency. A shift to a greener economy will result in new jobs being created, some jobs being substituted for others, some being redefined, and others being eliminated completely.

The Just Transition Skills Action Plan (PDF) [1MB] (opens new window)  was jointly written by Glasgow City Council and Skills Development Scotland. The purpose of the Action Plan is to define and steer the role that skills will play in securing a just transition to a net zero and climate resilient economy with a clear focus on what needs to happen in Glasgow to enable this transition.

Following a commitment in the Climate Plan to establish a local equivalent of Scotland's Just Transition Commission, Glasgow City Council convened a short-life Just Transition Working Group towards the end of 2022. The key aim of the Working Group was to ensure that the move towards a low-carbon city would be fair and equitable for the people of Glasgow, providing opportunities for citizens whilst seeking to tackle inequality and injustice. The Working Group developed a report (PDF) [2MB] (opens new window) with a set of 18 recommendations for how the city can achieve a just transition to net zero, relating to areas such as skills and work, mobility justice, domestic retrofit, and crucially engagement with the people of Glasgow in shaping their own future. 

A Just Transition Implementation Plan (PDF) [452KB] (opens new window)  has now been developed to support delivery of these recommendations. This is an iterative document, and the monitoring of the 18 recommendations and an overall assessment of how things stand will be made via annual progress updates to committee alongside Glasgow's Climate Plan.
