Fuel Poverty and Energy

What is it?

A household is defined as being in fuel poverty if it is living in a home which cannot be kept warm at a reasonable cost.

Fuel poverty is driven by a combination of four factors:

  • income (earnings and benefits)
  • energy costs
  • poor energy efficiency
  • how energy is used in the home
