Guidance for Knife Dealer Licence

Before lodging your application for a knife dealer's licence please ensure that you have read the following guidance notes.

1. You should note that a knife dealer's licence is required for the sale, hire or offering or exposing for sale or hire, lending or giving of the following articles:
   (a) knives (other than folding pocket knives whose blades do not exceed 3.5 inches (8.91 centimetres) in
         length or knives designed for domestic use);
   (b)  daggers (other than kirpans or skean dhus whose blades do not exceed 3.5 inches (8.91 centimetres) in
          length;
   (c)  knife blades (other than those designed for domestic use);
   (d)  swords;
   (e)  any other article which has a blade or which is sharply pointed and which is made or adapted for use
          causing injury to the person.
2. Where the applicant is an individual natural person, the whole of question 1 should be completed, and question 2 should be ignored.
3. Where the applicant is a company, partnership or other non-natural person, the whole of question 2 should be completed and question 1 should be ignored.
4. The lodging fee for applications for a duration of 3 years is £773.
    

   Payment should be made by BACS Transfer (electronic banking) to the Licensing Board Account. When making payments please quote your licence reference number if you are a current licence holder or quote KD/Address of Premises if you are a new licence holder as detailed below

   Payment submitted by post should be in the form of Cheque or Postal Order. All Cheques and Postal Orders should be made payable to Glasgow City Council. Do not send cash by post.

   Please note that your application will not be formally lodged until payment has been received.  The fees are non-refundable. 

5. The enclosed public Notice requires to be completed and displayed at or near the premises where it can be easily read by the passing public in the street, for a period of 21 days, 24 hours a day, starting on the day the application is lodged at the Licensing Section.

6. The enclosed Certificate of Compliance requires to be completed and returned to the Licensing Section only after the 21-day notice period is over. Failure to return this certificate may result in your application being deemed incompetent.
7. The Licensing Authority will give notice of your application for a knife dealer's licence in a local newspaper.
8. The application form must be accompanied by five sets of plans of the premises and must be drawn to a suitable scale (usually 1:100) detailing (a) the area(s) where the goods will be displayed for the purposes of sale or hire and (b) the area(s) where the goods will be stored.  Plans are not, however, required if the application is for the renewal of the licence.
9. Whilst processing the application, the Licensing Section will consult with the following: -Strathclyde Police, Strathclyde Fire & Rescue; the Executive Directors of Land and Environmental Services andDevelopment and Regeneration Services and local Councillors.
10. Your attention is also drawn to the standard conditions attached to a knife dealer's licence, a copy of which is attached. Conditions 4 and 5 relate to the sale or hire of swords only.
11. The Licensing & Regulatory Committee may attach additional conditions to the licence as it sees fit, with each          application being dealt with on its own merits.
