Design Guide for Repair and Replacement of Windows

The design and form of these traditional windows make a substantial contribution to the character and architectural integrity of most historic buildings and to the character and appearance of conservation areas.

Repair and replacement of windows

The Council encourages the retention and repair of original windows wherever possible, particularly as traditional sash and case windows can be overhauled to provide modern standards of comfort and convenience. Where new windows can be justified, this will generally mean installation to match the original (taking account of any safety etc. requirements).  UPVC is not considered an acceptable window frame material for Listed Buildings.

Replacement of windows in listed buildings

In the case of any Listed Building, Listed Building Consent and Planning Permission are required for the removal and/or replacement of an existing window. Repairs to traditional/original windows using the original materials ("like for like") do not require either Planning Permission or Listed Building Consent.

Replacement of windows in unlisted buildings

On 24 May 2024 revisions to Permitted Development Rights came into effect. One significant revision is regarding Permitted Development Rights to change windows in conservation areas.

Following updates to Permitted Development Rights by the Scottish Government with the aim of improving energy efficiency and cost implications for homeowners - Prior Notification/Prior Approval may be required for the alteration or replacement of an existing window on an unlisted building within a Conservation Area.

Windows to the rear or not facing a road - will not now require Planning Permission for alteration/replacement.  

Windows to the front or elevation facing a road: Prior Approval may be required to assess the design and external appearance of the proposed alteration to or replacement window including a written description detailing the existing and proposed dimensions, number and orientation of panes, colour of framing, existing and proposed method of opening, the materials to be used and a plan indicating the site together with the appropriate fee. This must also include the details of any glazing bars or decorative glass. Please Note listed buildings will require Listed Building Consent.

Applicants must use the new Prior Notification and Prior Approval application in pdf format and follow the updated Guidance for making a Prior Notification and Prior Approval. They should complete this form and submit it directly to the Planning Authority.

Proposals affecting Listed Buildings will require Listed Building Consent and will continue to be assessed against SG9.
