Glasgow Transport Strategy

The Council has now approved the new Glasgow Transport Strategy. This new Local Transport Strategy is city-wide, and provides a framework for investment and decision-making on transport issues up to 2030. Part 1 of the Glasgow Transport Strategy, a Policy Framework, was produced and approved by the Council in 2022 (see below). Part 2, a Spatial Delivery Framework, was approved and adopted by the Council on 8 February 2024.

Glasgow Transport Strategy: Policy Framework

Part 1 of the Glasgow Transport Strategy is a Policy Framework. This sets out transport policies and related actions, and will influence and direct decision-making up to 2030.

The Policy Framework has been shaped by analysis and evidence, public and stakeholder engagement. You can read more about the Public Conversation on Glasgow's Transport Future below, and the Case for Change report setting out evidence and analysis on problems and issues to be tackled.

A public and stakeholder consultation and discussion period was also held on a Draft Policy Framework in autumn 2021. Glasgow Transport Strategy: Spatial Delivery Framework

The Glasgow Transport Strategy - Spatial Delivery Framework is part 2 of the Transport Strategy, the "spatial" response to the Policy Framework. It adds spatial dimensions to several policies within the Policy Framework.

The Spatial Delivery Framework has been shaped by analysis and evidence, emerging as part of our Public Conversation on Glasgows Transport Future and the Glasgow Transport Strategy - Policy Framework.

A Public Conversation on Glasgow's Transport Future

A Public Conversation on Glasgow's Transport Future was held for 6 weeks in September-October 2020. The results from this major public engagement can be found on our Connecting Communities webpage. This work is informing the ongoing development of the new Glasgow Transport Strategy.

Case for Change Stage

To support our Public Conversation on Glasgow's Transport Future in September and October 2020, a Draft Case for Change report was prepared. This is a technical report of evidence of problems to tackle in our new Glasgow Transport Strategy, opportunities to build on, draft outcomes and initial policy focus areas, and an initial discussion of how travel demand may change in the future.

Impact assessment

Both Strategic Environmental Assessment and Equalities Impact Assessment processes are being applied to the development of the new city-wide transport plan strategy.

The Strategic Environmental Assessment process aims to ensure the transport strategy process considers impacts on a number of environment-related objectives. The outputs from this process are shown below:

Next Steps

Following adoption of the Glasgow Transport Strategy, Glasgow City Council will prepare a Delivery Plan which will set out the timelines for expected development and delivery of interventions.
